Policies and laws shape clinical practice directly through their intended objectives and indirectly through their unintended institutional cultural influence. Using examples of end-of-life laws and their outcomes from the United States, South Korea, and France, we argue that policies that limit patient options near the end-of-life impede ethically and clinically appropriate care whereas policies that provide flexibility, clarity, and transparency enable ethical-decision making and improve quality end-of-life care.
